Dr. Douglas Maughan

Dr. Douglas Maughan is a Branch Chief in Homeland Security Advanced Research Projects Agency (HSARPA) within the Science and Technology (S&T) Directorate of the Department of Homeland Security (DHS). Doug is directing the Cyber Security Research and Development activities at HSARPA. Prior to his appointment at DHS, Doug was a Program Manager in the Advanced Technology Office (ATO) of the Defense Advanced Research Projects Agency (DARPA) in Arlington, Virginia. His research interests and related programs were in the areas of networking and information assurance. Prior to his appointment at DARPA, Doug worked for the National Security Agency (NSA) as a senior computer scientist and led several research teams performing network security research. Doug received bachelors degrees in Computer Science and Applied Statistics from Utah State University, a master's degree in Computer Science from Johns Hopkins University, and a PhD in Computer Science from the University of Maryland, Baltimore County (UMBC).

Ms. Julie Haney

Julie Haney has served the National Security Agency (NSA) for over 18 years, primarily in the information assurance and network security fields. She spent over a decade conducting security evaluations of operational government networks as part of the NSA Blue Team, during which time she also authored multiple security guides which were adopted for use throughout the U.S. Government. Ms. Haney subsequently completed a Joint Duty Assignment as a technical director in the Joint Functional Component Command for Network Warfare working on the computer network attack mission. In her previous position as the Technical Director for the Applied Mitigations Division within NSA’s Information Assurance Directorate, Ms. Haney guided and championed cybersecurity solution development and adoption efforts and advocated for the adoption of security automation standards. Ms. Haney recently began a three-year senior technical development program focusing on the usability of cybersecurity technologies.
