The Open World Framework

Abstract

Today, 2 billion people are online creating e-content like the world’s never seen before. Within a decade this will possibly grow to over 6 billion, and today’s e-world will morph into a “communal well of creation”. A “watering hole” dominated by unstructured content and informal collaborative human networks. In this open world, it won’t be the data producers, but the social networks and the information analytics that will dominate how the e-domain creates, secures, warehouses, and distributes ubiquitous data and creates value for mankind. Analytical tools to convert data to information will need to be interdisciplinary, contextual, and scalable from local to global scales. This will require new approaches for the science of analytics, intellectual property, community participation, and equitable data-sharing constructs.

 

Biography

Sujata Millick is a Visiting Researcher at Hewlett-Packard Labs in Palo Alto, CA, where she is examining public-private approaches to cyber security and sustainable IT. She is on assignment from the Department of Navy’s Office of Naval Research, where she recently served as the Deputy Director of Research.

Over the last decade, Sujata has worked in different capacities within the Navy. As the Deputy Director of Research at ONR, she provided oversight of the Navy’s basic and applied research investments, university research initiatives, and education and outreach programs in oceanography, materials, electronics, sensors, energy, and autonomous systems. Sujata is most proud of her efforts in initiating a Navy program called STEM2Stern focused on developing the next generation of scientists and engineers for U.S. and defense competitiveness.

She also recently served on the Chief of Naval Operations Staff assisting with energy security and climate change issues. Earlier in her career, Sujata was a Program Officer at ONR and helped develop the Navy’s oceanographic research fleet — R/V Atlantis, R/V Roger Revelle, and R/V Kilo Moana. Sujata’s career includes tenures at the Department of Commerce, U.S. Senate Defense Appropriations Committee, and the National Oceanic and Atmospheric Administration.

This is Sujata’s second opportunity to be in the Bay Area. The first was finishing high school and completing her undergraduate studies. This time around, it’s not all schoolwork, but a more pleasant balance of work and play. Her interests include writing irreverent but diplomatic blogs, tennis, golf, reading, and cooking. She volunteers in activities related to middle school and high school science and math education and on social entrepreneurship initiatives focused towards increasing technical skills in women from developing economies. Sujata holds a B.S. in Naval Architecture and Offshore Engineering from the University of California at Berkeley; a M.S. in Systems Engineering from Virginia Tech; and a Master and Doctorate in Public Administration from the University of Southern California.
