I'm Dr. Adam Tagert, I'm a researcher at the National Security Agency (NSA) and the technical lead for the Science of Security Program.  This website is the programs public webpage to share activities and research results. 

Each year, as part of our awards at the Regeneron International Science and Engineering Fair (ISEF), we release a puzzle to inspire students on the various parts of the NSA mission. Often the puzzles are about codes.  This year, I wanted the puzzle to reflect the many languages used at NSA in addition to the code.  I also wanted to make the message more difficult to a frequency analysis.  So I used a really basic cipher but the underlying message was in Romanian.  

Romanian?  Yes, that was an brilliant recommendation by one of colleagues who has been a linguist.  Romanian uses roman letters, so its not too far off from English. Except it has 31 letters.  5 more.  You will notice that the message actually only uses 26 so I was able to represent all the letters in the regular 26 letter alphabet.
